I was always under the impression that it was all ready installed but had never been commissoned can someone confirm either way.?

Why would they? I'd cost a fortune to finish installing and run. Let's consistently break even before adding to the bills.

Its probably not finished because the stadium was all completed in a bit of a hurry and the cost of installing a shedload of plant to drive undersoil heating was a step to far.

What I meant is for the amount of time undersoil heating is needed, it isn't cost effective to invest in installing it, and Oxford being in league 2 can just reschedule the match if frozen off.
